DCCR November briefing update 2022

A new system that aims to transform the way information is shared among health and care organisations has been launched in Devon and Cornwall.

The Devon and Cornwall Care Record (DCCR) enables authorised health and care staff to see details held by a wide range of providers across Devon, Cornwall and the Isle of Scilly in a single record. It gives professionals a more complete view of a patient’s history and is part of a national programme.

This month’s briefing brings you the latest news from the second phase of the project as well as some details about the One South West project to provide ambulance staff with access to the DCCR.

The Devon and Cornwall Care Record (DCCR) in numbers

Since the DCCR went live:

  • 2,634,494 records have been linked
  • 4,250 user accounts have been activated
  • 1,317 users have accessed the system
  • There have been 7,379 unique ‘views’ of the system.

The number of views continues to increase, which is encouraging, but there are a number of registered users who have yet to access the system.

If you or your staff have not already logged-in or accessed the system via ‘launch in context’ from your usual clinical record system, we encourage you to do so. Accounts are automatically disabled after 90 days inactivity so if your account needs to be reactivated, email the support team on rcht.dccrsupport@nhs.net

Phase 2 news

System update

Our technology provider, Orion Health, will be carrying out some work on the system between now and Christmas to connect the new sources of data.

Although users won’t see any significant difference in the system, it means the system will be down for a short period. We’ll let all users know when this will take place.

New features

Royal Cornwall Hospitals Trust is working on adding detail to the ‘dashboard’ card that is part of the default view when opening a record. This will save users having to search the clinical view to find certain info.

Early in the new year, admission, discharge and transfer information from the University Hospitals Plymouth emergency department will also be introduced to the system – as well as data from the Devon hospices.

Technical discussions have also taken place with Orion to identify the best way of surfacing key documents – initially from RCHT and UHP, but in the future, from all acute providers.

GP engagement

The programme team continues to work with GP practices, and there are now 129 practices signed up. In Devon, this comprises 84 of 121 practices, and for Cornwall and Isles of Scilly it represents 45 out of 56. The programme has also now engaged all PCNs in Cornwall and the Isles of Scilly, which is a key national reporting milestone.

The involvement of GP practices is crucial to the success of the DCCR, as they provide the most comprehensive data of any heath and care organisation.

One South West

The October bulletin included details about the national programme to provide ambulance staff with access to DCCR data when they care for patients. The regional programme to deliver this is called One South West (OSW).

Meetings have been taking place between Orion and the OSW team to look at the technical side of connecting the DCCR to the National Record Locator, which is the system the ambulance trust will be using to view records.

Alongside the technical work, we are looking at what information would be available and beneficial for the ambulance staff to be able to view.

There is strong evidence that providing ambulance staff with information that sets out patients’ wishes helps reduce unwarranted and unwanted transfers to hospital.

The DCCR team are now working with the Dorset and Hampshire, and Bristol shared care record teams, with the aim of the providing South West Ambulance Service (SWAST) staff this key information regardless of the area they are operating in.

  • Training website – supports staff of participating organisations in the use of the DCCR platform. The site includes user guides and short videos.
